H533 - Human Life Protection Act of 2023 - Except as otherwise provided in subsection (c) of this section, a person shall not knowingly perform, induce, or attempt an abortion.

H125 - Safe Surrender Infants - The purpose of this Article is to protect newborn infants by providing a safe alternative for a parent who, in a crisis or in desperation, may physically abandon or harm his or her newborn and to provide information for the parent regarding the parent's rights and alternatives.

S20 - Safe Surrender Infants/Safe Sleep Prog. Funds. - The purpose of this Article is to protect newborn infants by providing a safe alternative for a parent who, in a crisis or in desperation, may physically abandon or harm his or her newborn and to provide information for the parent regarding the parent's rights and alternatives. This bill was passed unanimously by both the House and Senate but was amended by the House, changing the name to “Abortion Laws”, and voted through the Rules Committee on May 2nd. The amended bill stipulates a 12 week limit on abortions with exceptions after the twelfth week and through the twentieth week of a woman's pregnancy when the woman's pregnancy is a result of rape or incest and during the first 24 weeks of a woman's pregnancy if a qualified physician determines there exists a life-limiting anomaly. It also added informed consent provisions; restrictions on medical abortions; prohibition of abortions due to the actual or presumed race or racial makeup of the unborn child, the sex of the unborn child, or the presence or presumed presence of Down syndrome; that babies born alive during an abortion be given medical care to save his/her life; reforms to reduce infant and maternal mortality and morbidity and increase access to contraceptives; paid parental leave for state employees; child permanency, safe surrender of infants, foster care, adoption, and support for new mothers; and expanding access to child care. The House passed the bill 71-46 on May 3rd and the Senate passed the bill 29-20 on May 4th. Governor Cooper vetoed the bill on May 14th, but the Senate voted to override the veto on May 15th and the House voted to override the veto on May 16th, making this Session Law 2023-14.
